Time Translation in 2017
Everyone knows that there is winter and summer time. These two concepts began their existence more than a century ago. It all started with the idea of Benjamin Franklin. He believed that the translation of the arrows can significantly save energy, which is incredibly valuable in our time.
We now calmly perceive the transition to winter or summer time, and we get used to living twice a year according to the new daily routine. But 100 years ago, people were perplexed about such an innovative course and tried to resist it.
So, why are such events necessary at all?time transfer in 2017in Russia?
The history of the idea of translating hours
In 1908, in the UK, for the first time, the hands of the clock were moved one hour ahead in the summer and one hour back - in the winter. The British were confident that such a move would significantly save energy consumption, and already in 1918 the idea was supported by the Americans.
In Russia, the seasonal transfer of arrows was carried out on July 1, 1917.According to the decree of the Provisional Government, the clock was moved forward by one hour, and according to the decree of the Council of People's Commissars they were transferred back. Constant changes of power led to the fact that temporary chaos was established on the territory of Russia.
It was only during the USSR, and more precisely in the 30s, that the situation was settled; the country moved the arrows forward an hour and continued to live ahead of the natural daily cycle until one hour until 1981. At the beginning of the 1980s, the country again began to conduct a seasonal transfer of arrows twice a year.
In this mode, the Russians lived until 2009, while the then-current President Dmitry Medvedev did not raise the question of the feasibility of such events. It was decided to refuse to transfer the time, but a little later the government realized that the experiment was very unsuccessful. As a result, Russia again "left" in the winter.
All these activities were regulated by the law "On the calculation of time", which began its action in 2011. So until 2014, there was a heated debate in the State Duma, where the deputies could not decide whether to have a clock or not. But already in 2014 a new version of the law “On the calculation of time” was issued.
Together with it, the country “froze” in the winter time, because, according to scientists, it is the most acceptable to humans, corresponds to its biological rhythms and is as close to world time as possible.
It is worth noting that not only Russians refused winter and summer time. In Georgia, in 2005, the clock hands were transferred the last time and never returned to it. A total of 161 countries do not carry out hourly transfers, namely: Guinea, Vietnam, Algeria, Afghanistan, Angola, China, Kenya, India, United Arab Emirates, Tunisia, Peru, Japan, South Korea, North Korea, Philippines, Pakistan and others .
The government of the Russian Federation appealed with facts that a change in the hourly regimen negatively affects the general health of a person, increases nervous tension, worsens sleep, which in turn leads to other unpleasant consequences. It was also said that translating watches in no way helps save resources.
Until now, the Russians have not ceased to ask the question “Will the arrows return?”, Because nowadays the laws change too often for us to keep track of them.
Whether to be translated in 2017
Many parliamentarians are convinced that the transition to summer time will only complicate the situation and force people to re-align themselves with the new regime. For example, such an eccentric politician like Vladimir Zhirinovsky is sure that the last bill has a positive effect on the country's economy, as well as on the health of citizens in general.
From this we can assume that in 2017, Russia still will not switch to summer time and will continue to be in the winter. But the rumors that the translation of the shooter will ever be resumed do not leave the lobby of the State Duma. Some officials continue to defend their position and declare that hourly transitions have absolutely no effect on the general well-being of people. Such high-ranking officials include Veronika Skvortsova, who is Minister of Health.
It is worth noting that in some regions of the country, in particular in Kaliningrad, deputies have developed a draft and are preparing it for nationwide consideration. The main idea of this document is to resume the transfer of the clock hands, so that the citizens of the country can more efficiently use the daylight hours.
Watch Translation: Medical Opinion
The consensus of well-known sociologists and doctors contributed to the fact that in 2017 the Russian Federation will not switch to summer time. According to their research, a person needs one and a half to two months to adapt after the transfer of hours. Such a regime can provoke:
- Violation and reduction of sleep duration, deterioration of its quality.
- Fatigue of the whole organism.
- Short term memory loss.
- Change in the internal organs of the person, to a greater degree of the cardiovascular system.
- Decreased performance.
Some unofficial sources claim that during the hourly transition the number of accidents increases and it is the driver’s fault. Previously, few people paid attention to these data, but recently, when the issue of changing winter time to summer time is extremely relevant, the information presented makes officials think about whether it is worth going back to the old regime.
Is a temporary transition relevant?
Medical experts unanimously say that after the hands of the clock are moved to one or another side, the efficiency of people decreases. The work efficiency is practically zero, and this has a negative effect on production and business.
Of course, for the time being no one began to take “measurements” of such work, it can be assumed that the energy savings for which these measures are being taken become irrelevant when the labor productivity of workers decreases.
Opinions of ordinary people
Of course, when such global decisions are made, sociologists try to conduct large-scale sociological polls. Not bypassed by experts and the transfer of time. In 2011, on the instructions of the government of the Russian Federation, a study was conducted, during which only 8% of respondents said that the change of time had a positive effect on their well-being; 34% of citizens said they did not feel any changes at all; 47.6% of respondents shared the fact that their health deteriorated sharply with the transfer of the watch hands.
Also, Russian scientists found that during the period when the country moved from winter to summer, and vice versa, the hospitalization rate of patients with exacerbation of cardiovascular diseases increased to 11%. Also, multiple cases of hypertensive crisis have been reported.
Will transfer watches Ukraine in 2017
In contrast to Russia, the Ukrainian government is only considering the possible cancellation of a temporary transition. At the moment, the question remains open and it is known for certain that in 2017 the state will still translate clocks.
The first daylight saving time (1 hour ahead) will occur on the last Sunday of March, namely on March 26, 2017. The transition to winter time according to the schedule will happen on the last Sunday of October (10.29.2017) - on this day the country should turn the clock back 1 hour.
