What are the authorities?
Every Russian has the power that he givesrepresentatives of the government - the president and deputies, whom he chooses. What is power and how can it be conveyed? We live in a democratic state. The word democracy came from the Latin demos, that is, the people, and so does our power, sort of like the people's. The state, it is like an organism, if every cell decides where we should go, then no organism will succeed. Therefore, a highly developed state, as a highly developed mammal, needs a brain with a nervous system that controls all members. So people in the state, like the main ones, but without a brain, that is, authorities, can not live.
The authorities usually call the possibility andthe ability to impose one's will on a person, power can be used as an influence on the activities and behavior of other people, even despite their resistance. Power has a different basis. A person most often fulfills someone else's will because of fear, love, because of authority in a certain sphere. The power is public or family, but here it is customary to talk about government bodies in connection with political power. Its main element is the state, which realizes power with the help of state bodies. What are the authorities? State bodies are a means of realizing political (state) power.
What are public authorities
According to the Constitution of the Russian Federation there are three levels:
- Federal bodies of state power.
- The bodies of state power of the subjects of the Russian Federation. In everyday life they are called regional.
- Bodies of local self-government. Often referred to simply as local authorities.
In Russia there is a principle of separation of powers, therefore, the authorities can also be divided into legislative, executive, judicial. According to the Constitution, the RF President is the highest official, he is not considered to be one of the branches of power. The bodies of legislative power are the Federal Assembly of the Russian Federation, represented by the State Duma and the Federation Council. In addition, the legislative bodies of the subjects of the Russian Federation, as well as local self-government bodies. Executive bodies include the Government of the Russian Federation (headed by the Prime Minister, represented by various ministries) and the Federal Penitentiary Service (Federal Executive Bodies). The same applies to both the executive authorities of the subjects of the Russian Federation and local self-government bodies. The bodies of the judiciary include the Courts of the highest instance, Courts I and II instances.
What is the executive authority? Of particular interest are the executive bodies, since in addition to the ministries, they are represented by the FEIV, whose list is rather long. Among the Federal Penitentiary Service, for example, the Federal Service for Supervision in Education and Science, and others.
