Social support for the most vulnerable categories of citizens is an obligation assumed by the state. Under the conditions of economic instability, pensioners suffer the most. It is on their standard of living that any increase in tariffs, the rise in price of products and medicines instantly affect. To assist those who have retired, they are given the opportunity to use different types of transport at a reduced price. This list includes a reduced fare on the train. But not all categories of pensioners can exercise such a right in 2018.
The right to free travel
According to the current legislation of the Russian Federation, there is a specific list of persons who are given the opportunity to travel in electric trains all year round. Among such beneficiaries are indicated and pensioners of certain categories, namely:
- invalids and participants of the Second World War;
- prisoners of concentration camps;
- home front workers;
- survivors of the siege of Leningrad;
- heroes of the USSR;
- liquidators of the consequences of the accident at the Chernobyl nuclear power plant.
The participants of the Great Patriotic War receive the right to free use of electric trains first of all as beneficiaries of a specific category. Therefore, in order to issue supporting documents to the Pension Fund, a corresponding certificate is provided, for example, a participant in the Second World War.
All the above categories are entitled to benefits at the federal level, therefore, they will be able to use them in any region of the Russian Federation. Additionally, a similar right to travel at a discount (one hundred percent or partial) for citizens is established at the regional level.
In the regions, the issues of free travel on different types of transport is solved at the local level. Depending on the budget and the decision of the regional authorities, assistance may be provided:
- in the form of a 100% discount on tickets;
- in the form of partial payment - discount tickets (for example, residents of the Kaluga region are entitled to a 50% discount on electric trains from April 1 to October 15, 2018, and in the Leningrad region the right to pay 15% of the ticket price is saved year-round);
- in the form of monetary compensation, a certain amount is added to the pension, and then it is used as needed, paying for tickets;
- as a transport card.
Please note: whether regional authorities will decide whether the electric trains will be made free for people of retirement age, to what extent they will have to pay extra, and during what period the discount will take effect. In each region, the rules are different, and only residents can use such discount systems (for example, a Muscovite social card).
To find out when there will be a reduced fare on an electric train in 2018 for retirees, and who has the right to it, you need to check with the local offices of the Pension Fund or on information portals (for example, the MFC). Most often, the discount system begins to operate at the end of spring and ends in the autumn, in the so-called “summer” period.
Specificity of preferential travel
There is a certain specificity of travel at a special rate. The purchased ticket (in one direction) will be valid during the day + 1 hour, when buying in both directions (round trip) - one more day is added.At the same time, official holidays are not counted. And in some regions do not take into account the weekend.
Pay attention: on electric trains of different types (“Sapsan”, “Lastochka” and others) terms different from the others can be established. For example, the travel time in one direction is two days.
You can purchase a travel document in an electric train directly from the controller after submitting a document confirming membership in a preferential category. Or in advance (maximum 10 days before the trip) at the box office or self-service terminals.
Most often for retirees in the regions set a discount of 50% of the ticket price (commuter routes), but it happens more. The time of action - year-round or seasonally, is also determined by the regional authorities.
If for any reason such assistance is not required (the person does not use electric trains), he can issue a monetary compensation in the Pension Fund. To do this, you need to contact the territorial office and write a statement.
